May 13 8:00pm  AG Eric Holder is delivering the keynote address to LEOS Families & Supporters gathered @ the NLEOM located downtown DC in Judiciary Square E Street between 4th and 5th Streets NW for the annual THIN BLUE LINE CANDELIGHT VIGIL attended by more than 20K people as part of NATIONAL POLICE WEEK

Peace Officers Memorial Day & Police Week were created October 1 1961 when Congress asked the President to pay tribute to Local State & Federal Peace Officers designating May 15th as PEACE OFFICERS DAY.  President JOHN F KENNEDY signed the Bill in to law 1 year later. The BILL was Amended under President BILL CLINTON through Public Law 103-322 directing the US FLAG will be flown @ half staff on May 15th. President George Bush said in 2002 “Peace Officers Memorial Day and Police Week pay tribute to the local, State, and Federal law enforcement officers who serve and protect us with courage and dedication. These observances also remind us of the ongoing need to be vigilant against all forms of crime, especially to acts of extreme violence and terrorism.”

POLICE WEEK is the calendar week in which the Memorial falls.

AG Holder filed suit against Americas Sherrif Joe Arpaio days earlier crossing hairs on the issue of Illegal Immigration. Some officers remembered @ the Memorial have been slain in the line of duty by illegal immigrants. Names of the 362 US Law Enforcement officers died in the line of 2011 duty were etched on the Memorial walls in April. 199 officers who died earlier in history not yet remembered on the WALL had their names added & will be remembered too. The CANDLELIGHT VIGIL includes the THIN BLUE LINE LASER LIGHT SHOW musical tributes Giving of the Roses To Survivors entry & Reading of the Names. The NATIONAL LAW ENFORCEMENT OFFICERS MEMORIAL is DCs only LIVING MEMORIAL were names of dead are actively added annually & where families come to mourn amongst their community & supporters of Law Enforcements Thin Blue Line. 19660 officers names from all 50 states DC the US territories & federal law enforcement & military police agencies are engraved on the Memorial. The law enforcement community saw a jump in fatalities for the second year in a row. The Vigil honors all men & women of law enforcement who put safety & protection of others ahead of their own & who made the ultimate sacrifice in the process. The ceremony is Americas way of showing appreciation & respect for the Fallen. The names of the FALLEN of 2011 can be found at 


Connecticut Delaware Kentucky Maryland New Jersey Ohio & Virginia offers a  Memorial License plate for NLEOMF. The DISTRICT OF COLUMBIA does not offer a plate honoring the Fallen. Sales of Virginia license plates go to the FUND.

 It takes about 3 -4 months for a plate to hit the streets post DMV approval. 350 signatures along with approved artwork must be provided to the DMV. A patron is needed to sponsor Law Enforcement Commemorative Plate bill which is then provided to Congress then circulated accumulating signatures of co-sponsors before presenting the bill to the appropriate Transportation Committees of the House/Senate then signed in to law. In VA their bill was signed into law by Governor Mark Warner. DC is a District w/out representation.


The Memorial open 24 hours a day 365 days a year was dedicated  October 15, 1991. The Memorial designed by architect Davis Buckley sits on three acres of federal park land in the historic seat of our nation’s judicial branch of government brightened with nearly 60K plants 128 trees & more than 10K daffodils refreshed each April. Paths of Remembrance lead to the Memorials central plaza an intricate paving pattern w a bronze medallion of  the Memorial Fund blue shield w a red rose across it. There are four phrases inscribed on the Walls – one under each of the sculpted lions on eternal vigilance there.

The National Law Enforcement Officers Memorial Fund was established by 23 year NY Police Veteran former U.S. Rep Mario Biaggi D-NY  in the line of duty over 10 times before retiring in 1965. Legislation 2 authorize the Memorial was enacted October 1984. Public Law 104-329 (October 20 1996) created a Memorial Maintenance Fund managed by the US Secretary of the Interior funded in part by the sale of 500K National Law Enforcement Officers Memorial Commemorative Silver Dollars issued by the US Mint
